The purpose of this research is aware of the views members’ delegation scientific Azad University, Mazandaran province compared to level having chief’s universities of indicators of competence. For this purpose society statistical desired in this study, are all members’ delegation scientific Azad University, Mazandaran province that all of them is 882 people. The statistical sample in this study, based on Table Krejcy and Morgan are 269 people that has been selected to simple random sampling and of this number after distributing the questionnaires, 213 person responded to questions. Method of present study is descriptive of type survey. The reliability of questionnaire was determined using the coefficient alpha Cronbach's 94% that is represents durability above questionnaire. Was obtained by using analytical methods and descriptive statistics for the following results: Assessment of members delegation scientific of the criteria mental competence, personality, communication, management and leadership and achieve results university chiefs is positive because in all cases the calculated t level confidence 95% of t table is larger.
